Seven Policemen were injured in an overnight attack by terrorists on the Jhangi checkpost in Taunsa District of Punjab on May 1, reports Dawn. Punjab Police spokesperson Syed Mubashir said the “already alert policemen” stationed at the checkpost engaged in a three-hour gun battle against the “15-20 terrorists who took advantage of the dark to launch a fierce attack from various directions’. “The terrorists wanted to take over the checkpost and take the officials hostage,” he stated, adding that the attackers used modern weapons, including rocket launchers, hand grenades, and guns with laser light. The spokesperson added that the terrorists were “forced to flee after strong resistance” put up by the Policemen as they ran out of ammunition. A channel affiliated with the Tehreek-e-Taliban Pakistan (TTP) claimed that the attack in Lahore was carried out by the TTP, adds The Khorasan Diary.

Three terrorists were killed by Security Forces in an exchange of fire during an intelligence-based operation (IBO) in Tank District of Khyber Pakhtunkhwa on May 2, reports Dawn. A statement from the Inter Services Public Relations (ISPR) said SFs conducted a joint IBO based on the reported presence of terrorists. “During the conduct of operation, after intense fire exchange, three terrorists were successfully neutralised and sent to hell. These terrorists have been identified as terrorist ringleader Azmat Azmati, terrorist ringleader Karamat Hanzla and terrorist Rehan,” the ISPR said. It added that they were actively involved in numerous terrorist activities in the area, including the recent abduction of a South Waziristan District sessions judge.

According to Counter Terrorism Department (CTD) report, this year (2024) 179 terrorist incidents occurred in Khyber Pakhtunkhwa (KP), resulting in the deaths of 91 terrorists, ARY News reported on May 3. The report highlights that January witnessed 60 incidents, February 38, March 33, and April 48. The highest number of terrorist deaths occurred in February, with 31 terrorists killed. Additionally, 19 terrorists were killed in Dera Ismail Khan and 14 in North Waziristan. The report also reveals that 16 of the killed terrorists were most wanted, including Mohsin Qadir, Azmatullah, and Fareedullah. An explosion on Sultan Ibrahim Khan Road in Chamrok area of Khuzdar town (Khuzdar District) in Balochistan killed three individuals, including the President of Khuzdar Press Club, Muhammad Siddique Mengal, and injured 10 other persons on May 3, reports The Express Tribune. The explosion occurred as a remote-controlled device detonated near Mengal's vehicle while he was en route from his residence to the university. Mengal, who was also a provincial officer-bearer of the Jamiat Ulema-e-Islam (JUI-F), was killed instantly, while approximately ten others sustained injuries. Sources indicate that Mengal had received a death threat in the form of a letter last month, raising concerns about his safety. Additionally, a few months prior, he narrowly escaped an assassination attempt in a shooting incident.

Following a brief lull in March, militant attacks in the country surged once again in April, with Khyber Pakhtunkhwa, particularly its Southern Districts, bearing the brunt, Dawn reported on May 3 quoting the monthly security assessment report of Islamabad-based think-tank, Pakistan Institute for Conflict and Security Studies (PICSS). According to statistics, the country experienced at least 77 verifiable militant attacks during April, resulting in 70 fatalities, including 35 civilians and 31 members of Security Forces. Four militants were killed. The number of injured individuals was 67 — 32 civilians and 35 security personnel. In comparison, March saw 56 militant attacks, resulting in 77 fatalities and 67 injuries. This indicates a 38 per cent increase in the number of militant attacks, although there was a nine per cent decline in deaths, with no change in the number of injuries. The security report also underscored the efforts of the country’s SFs in thwarting numerous potential attacks during the month. At least 55 suspected militants were killed and 12 others arrested, including individuals involved in the Basham suicide attack, marking a 55 per cent increase in militant deaths compared to March. The report further said that 73pc of the total number of militant attacks reported in April took place in KP, including its Tribal Districts. Fifty-six attacks were reported in the province during the previous month. The attacks killed 43 people — 26 members of SFs and 17 civilians. The number of the injured stood at 32 — 19 members of security forces and 13 civilians. Within KP, mainland Districts saw more attacks and fatalities than Tribal Districts (formerly FATA). Mainland KP witnessed 31 attacks, resulting in 25 fatalities and 10 injuries. The southern districts of D.I. Khan, Lakki Marwat, Bannu, and Tank were the most affected, with Dera Ismail Khan and Lakki Marwat facing seven militant attacks each, Bannu facing six, and Tank experiencing two attacks. Together, these districts accounted for 71pc of the attacks in mainland KP. Additionally, Peshawar faced four attacks, while Swat, Swabi, Charsadda, Shangla, and Battagram experienced one attack each. In the Tribal Districts, PICSS recorded at least 25 attacks, resulting in 18 fatalities and 22 injuries. North Waziristan, Bajaur, and South Waziristan were the most affected districts, with nine, five, and four attacks reported, respectively. According to the report, Balochistan faced 16 attacks, resulting in 21 fatalities, including 17 civilians and four security personnel, with 31 individuals injured. Most of these attacks took place in the Baloch belt of the province, particularly in the south and southwest. Specifically, three attacks were reported in Khuzdar, two in Kech, Kohlu, and Quetta each, and one each in Chaman, Dera Bugti, Duki, Kalat, Kharan, Mastung, and Nushki. Punjab also witnessed a surge in militant activities, with four attacks reported in April compared to one in March, resulting in three fatalities. One attack was reported in Sindh, resulting in three fatalities. In the first four months of the year, the country experienced 323 militant attacks, resulting in 324 fatalities and 387 injuries.

The protest was organized by the Baloch Yakjehti Committee (BYC), with participants from various areas marching while carrying banners and placards opposing the fencing, as well as condemning enforced disappearances and the genocide of the Baloch people. The rally met at Shahda-e-Jiuni Chowk, where speakers from the Committee addressed the protesters. Sabghat Ullah Baloch, a senior leader, questioned the need for fencing off Gwadar in the name of security for locals. “At one time, people used to come here from Punjab with sacks of money to buy land from Baloch owners, but their dreams were dashed. The Baloch still live on this land, and their aspiration of keeping it will never be defeated,” he said. The two countries held a counter terrorism dialogue in Washington and a joint statement issued on May 13. Additional Foreign Secretary for the UN and OIC, Ambassador Syed Haider Shah, and US Department of State Coordinator for Counterterrorism, Ambassador Elizabeth Richard, co-chaired Pakistan-US Counterterrorism Dialogue on May 10 in Washington DC. The joint statement said the Counterterrorism Dialogue underscored the cooperation between Pakistan and the United States in addressing the most pressing challenges to regional and global security, including TTP and ISIS-Khorasan. The statement is seen as significant as the US recognised the TTP posed a threat to regional and global security. Previously, the TTP was seen as a threat to Pakistan only. A research report, ‘Pakistan’s Evolving Militant Landscape: State Responses and Policy Options’, released by Islamabad-based think tank Pak Institute for Peace Studies (PIPS) on May 14 said the Provincial Counter Terrorism Departments (CTDs) lack clarity on militant groups’ dynamics, connections and operational strategies, apart from facing issues related to coordination, funding and intelligence gathering, reports Dawn. While CTDs have established their own specialised intelligence units and analysis wings to study militant behaviour, they often lack skills to process data effectively and remain largely dependent on premier intelligence agencies. The report said that funding issues plague CTDs except in Punjab, whose counterterrorism department has adequate funding. It recommended Pakistan establish a robust implementation mechanism for national extremism and security policies, including the revised National Action Plan (NAP).

According to Federal Interior Ministry, a total of eight attacks on foreigners working on the China-Pakistan Economic Corridor (CPEC) took place between 2020 and 2024, resulting in the death of 62 people. Two attacks on Chinese engineers working on CPEC projects took place in Balochistan, four in Sindh and two in Khyber Pakhtunkhwa. Sindh Inspector General of Police (IGP) Ghulam Nabi Memon on May 18 said that 76 suspects have been killed in Karachi encounters from January to May 15 of 2024, reports ARY News. Speaking to a delegation from the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) that called on him to discuss the law and order situation in Sindh, particularly in Karachi, the IGP said that 546 encounters were held in Karachi during the period. Ghulam Nabi Memon added that 76 suspects were gunned down by the Police in retaliatory actions. He said that 2249 suspects have also been nabbed from January 1 to May 15, 2024. The IGP said that 1480 Police encounters were held in different Districts of Sindh in which 146 suspects were killed while 7696 have been arrested. He said that the Police also conducted operations against Katcha area (riverine area) dacoits in Sukkur, Ghotki, Kashmore, and Shikarpur. Ghulam Nabi Memon said that the operations resulted in the killing of 70 dacoits and the arrest of 389 others. The IGP said that 17 Police personnel were martyred during these operations. IGP Ghulam Nabi Memon also briefed the delegation on the ‘decrease’ in street crime in Karachi, claiming a reduction of 160 daily reports of street crime in May compared to January 2024.

"No one has any objection to the work of the [spy] agencies, the objection is [only limited] to the unlawful work," Justice Kayani said while hearing a case pertaining to the implementation of the recommendations of the commission on Baloch missing persons. Justice Kayani stressed that the court does not want to prevent judges, lawyers, journalists, parliamentarians and spy agencies from operating as per the law, but only objects to them working unlawfully. The judge's remarks come a day after he, while hearing a case relating to the recovery of missing Kashmiri poet and journalist Ahmed Farhad Shah, was irked by authorities' failure to recover the poet and had questioned whether spy agencies would run the country or the law. "Now the matter has gone beyond the jurisdiction of the Inter-Services Intelligence (ISI) and the Military Intelligence (MI). They are talking about their failure," Justice Kayani had said in response to the Ministry of Defence's remarks saying that Shah wasn't in ISI's custody. The remarks then warranted a strong response from the Federal Government with Law Minister Azam Nazeer Tarar stressing that the court didn't have the mandate to drag senior military officers and Government officials to the court in the case of a missing person. "This is not the mandate of the court, the court is a platform for providing justice in line with the law and Constitution," Tarar had said during a press conference in Islamabad, as the rift grows between institutions.

The Khyber Pakhtunkhwa Government has feared that the imposition of taxes in the erstwhile Federally Administered Tribal Areas (FATA) and Provincially Administered Tribal Areas (PATA) will cause industrial relocation and unemployment in the region, leading to the resurgence of militancy, Dawn reported on May 21. During a Provincial Assembly (PA) session on the supplementary budget for the fiscal year 2022-23 here, Climate Change and Forestry Minister Fazal Hakim Khan warned that if taxes were imposed in the erstwhile FATA and PATA, businesses would relocate back to their original locations, causing economic and social instability in the region. He said people from Karachi (Sindh) and Lahore (Punjab) transported industrial raw materials to the Malakand division and merged Tribal Districts only because it was a tax-free region. The Minister wondered why anyone would do so if there is no price difference. He said unemployment was the only reason for militancy in the region in 2008. Minister complains in PA that centre didn’t clear province’s dues despite repeated requests. “People were unemployed and had nothing to do, so they took up arms. If this happens again, then only the Federal Government will be to blame,” he told the session chaired by Speaker KP Assembly Babar Saleem Swati.

A statement issued by the Inter Services Public Relations (ISPR) said that Security Forces conducted the IBO on the reported presence of terrorists. “During conduct of the operation, own troops effectively engaged the terrorists’ location, as result of which five terrorists were sent to hell while three terrorists got injured,” the ISPR said adding that during the exchange of fire, 25-year-old Captain Hussain Jahangir, who was “leading his troops from the front”, and 36-year-old Havildar Shafiqullah embraced martyrdom. Addressing a joint press conference along with the officials of the National Counter Terrorism Authority (NACTA), Federal Interior Minister Mohsin Naqvi said “Whether Afghanistan try the terrorists [in the court of law] or not, it should hand over the militants to Pakistan.” In view of the investigation report, the Interior Minister said that the TTP operated the Besham terror attack on Chinese citizens from inside Afghanistan. “[Pakistan has formally] requested the interim government in Afghanistan to arrest the leadership of [banned] TTP,” he added.

The Provincial Police on May 30 heightened the security level in the city following a terrorism threat to the headquarters of the Crime Investigation Agency (CIA), four Police Stations and Police units in Lahore, the provincial capital of Punjab, reports Dawn. The threat was issued by the Khurasani group of Tehreek-i-Taliban Pakistan (TTP), after which the Police high-ups held a meeting to devise a strategy to counter any possible terror activity in the city. “It has been learnt reliably that the defunct TTP (Khurasani network), operating under its commander, Ali Zar, has planned terrorist activities to target the police units in Lahore,” reads the special information report of the Punjab Police. The Police Stations the terrorist outfit allegedly intends to target include Mozang, Badami Bagh, Racecourse and Batapur. Similarly, the Liberty Market Facilitation Centre, the CIA Kotwali and the CIA headquarters are also among the targets of the terrorist organisation, according to the Police report. It said that motive of the TTP’s Khorasani group may be to avenge the recent killing of a terrorist, Faizan Butt.

Khyber District Police unearthed close links and coordination between militant outfits and narco smugglers in Khyber District of Khyber Pakhtunkhwa (KP) during a crackdown, Dawn reported on May 31 quoting Police officials. Officials of the Shah Kas Police centre and Jamrud and Bara Police told Dawn on condition of anonymity that the militant outfits Tehreek-e-Taliban Pakistan (TTP) and Lashkar-e-Islam (LI) began “taxing” drug smugglers in parts of Tirah valley after putting up checkpoints to monitor their movement, besides extorting money from drug dealers in Wazir Dhand and Shah Kas markets in Jamrud area for their activities. They said some Police officials, who patronised illegal drug business in Wazir Dhand markets, were also on the extortion list of militant groups and that they would regularly receive calls from militants to claim their share of the ill-gotten money. Officials said the Police had terminated the services of 26 officials, while another 15-20 were being probed for their alleged connections with drug smugglers and dealers. Out of 26 sacked officials, 15-20 facing probe over connections with drug dealers.
